What are Sustainable Development Goals?

聯合國永續發展目標（Sustainable Development Goals，簡稱SDGs）是聯合國透過《2030年永續發展議程》所確定的17個目標，旨在解決全球性的環境、經濟、社會問題，並提出具體的解決方案，為的是要貫徹聯合國建立和平、安全、繁榮、公正世界的使命。

The United Nations Sustainable Development Goals (SDGs) are 17 goals set by the United Nations through the 2030 Agenda for Sustainable Development. They aim to solve global environmental, economic, and social problems and propose specific solutions. program to implement the United Nations mission of building a peaceful, secure, prosperous, and just world.

SDG永續發展目標 1：無貧窮 No Poverty

消除一切形式的貧困，促進社會和經濟發展，以實現全球共同繁榮。

To eradicate poverty in all its forms and to promote social and economic development to achieve global prosperity.

• 支持地方社區，提供就業機會與職業培訓，幫助脫離財務匱乏。Supporting local communities with employment opportunities and vocational training to help lift people out of financial deprivation.
• 加強社會保險、社會福利體制，以保障弱勢族群的基本生活權益。Strengthening the social insurance and social welfare systems to protect the basic rights and interests of disadvantaged groups.
• 鼓勵企業實踐企業社會責任，積極參與地方社區建設、公益事務。Encourage enterprises to fulfill their corporate social responsibility and actively participate in local community building and public welfare affairs.

SDG永續發展目標 2：零飢餓 Zero Hunger

消除飢餓、實現糧食安全、改善農業和食品系統的永續性，以實現全球食品安全。

Eradicate hunger, achieve food security, and improve the sustainability of agriculture and food systems to achieve global food security.

• 推動農業現代化，提高農產品產量、品質，增加食品供應量。To promote the modernization of the agricultural industry, improve the output and quality of agricultural products, and increase the food supply.
• 支持小農、農民合作社等農村組織，提高農業生產和銷售效率，增加收入。Supporting rural organizations such as small farmers and farmers' co-operatives to improve the efficiency of agricultural production and marketing and to increase incomes.
• 減少食品浪費，提高食品利用率，鼓勵剩食再利用、捐贈共享。Reduce food waste, increase food utilization, encourage the reuse of leftovers, and donate and share.

SDG永續發展目標 3：良好健康與福祉 Good Health and Well-being

實現全民健康，提高醫療保健和公共衛生服務水平，並促進健康生活方式。

• 支持公共醫療體系建設，提高基層醫療服務水平和覆蓋面。Supporting the construction of the public healthcare system and improving the level and coverage of primary healthcare services.
• 加強疾病預防和控制，促進健康教育和健康生活方式。Strengthening disease prevention and control, promoting health education and healthy lifestyles.
• 加強心理健康問題的關注和治療，提高心理健康水平。Enhance the attention and treatment of mental health problems and improve the standard of mental health.

SDG永續發展目標 4：優質教育 Quality Education

實現全球優質教育，提供平等且包容的教育機會，以促進人類發展和社會進步。

To realize global quality education and provide equal and inclusive educational opportunities for human development and social progress.

• 支持偏鄉、貧窮地區孩子的教育，提供經濟援助與資源支持。To support the education of children in remote and impoverished areas by providing financial assistance and resource support.
• 鼓勵跨文化教育，促進不同國家、不同地區的文化交流融合。Encourage cross-cultural education and promote cultural exchanges and integration among different countries and regions.
• 加強教育體制改革，提高教育品質與教學水平，並強化學生創新和科技素養。To enhance the reform of the education system, improve the quality of education and teaching standards, and strengthen students' innovative and technological literacy.

SDG永續發展目標 5：性別平等 Gender Equality

消除性別歧視和暴力，實現性別平等、女性賦權，以促進社會和經濟發展。

Eliminating gender discrimination and violence and realizing gender equality and women's empowerment to promote social and economic development.

• 加強性別教育、宣傳，提高公眾對性別平等問題的認識和理解。Strengthening gender education and publicity to enhance public awareness and understanding of gender equality issues.
• 改善女性就業率、促進女性職業發展機會，打破性別歧視所致的障礙。To improve the employment rate of women, promote career development opportunities for women, and break down the barriers caused by gender discrimination.
• 防止性暴力、性剝削，保障婦女、女童的權益跟人身安全。Preventing sexual violence and exploitation and protecting the rights and personal safety of women and girls.

SDG永續發展目標 6：清潔飲水和衛生設備 Clean Water and Sanitation

確保人們獲得乾淨、永續的飲用水及衛生設施，同時促進水資源的永續管理。

Ensure that people have access to clean, sustainable drinking water and sanitation while promoting the sustainable management of water resources.

• 加強水資源管理和水污染治理，確保供水安全和水質潔淨。Strengthening water resources management and water pollution control to ensure safe water supply and clean water quality.
• 加強對水資源的利用和保護教育，促進水資源的永續利用和管理。To enhance education on the use and protection of water resources and to promote the sustainable use and management of water resources.

SDG永續發展目標 7：可負擔的潔淨能源 Affordable and Clean Energy

確保人們獲得可負擔、永續的能源，以減少對化石燃料的依賴，並降低能源對環境的影響。

Ensure that people have access to affordable, sustainable energy that reduces dependence on fossil fuels and lowers the impact of energy on the environment.

• 加強潔淨能源的開發和利用，降低能源消耗和碳排放。To enhance the development and utilization of clean energy and reduce energy consumption and carbon emissions.
• 推廣節能減碳技術、潔淨能源新科技，以提高能源的使用效率。To promote energy saving and carbon reduction technologies, and new clean energy technologies to enhance energy efficiency.
• 鼓勵公共和私人部門投資清潔能源項目，促進清潔能源產業發展。Encourage the public and private sectors to invest in clean energy projects and promote the development of the clean energy industry.

SDG永續發展目標 8：合適的工作和經濟成長 Decent Work and Economic Growth

促進包容性和永續的經濟成長，提供永續的工作機會和良好的工作條件，以實現全球共同繁榮。

To promote inclusive and sustainable economic growth with sustainable jobs and good working conditions for shared global prosperity.

• 加強職業培訓和技能提升，提高勞動力市場競爭力和就業機會。Strengthening vocational training and skills upgrading to enhance labor market competitiveness and employment opportunities.

SDG永續發展目標 9：產業創新與基礎設施 Industry, Innovation and Infrastructure

促進創新和技術發展，加強基礎設施建設和現代化產業，以促進經濟發展和社會進步。

To promote innovation and technological development, and to strengthen infrastructure and modernize industries to facilitate economic development and social progress.

• 推動生產環境的基礎建設，促進區域和城市的永續發展。To promote the infrastructure of the production environment for the sustainable development of the region and the city.
• 加強科技創新和產業升級，提高產品和技術創新能力。Strengthen technological innovation and industrial upgrading, and enhance product and technological innovation.
• 鼓勵公共與私人部門投資基礎建設，提高基礎建設的運作效率。Encourage public and private sector investment in infrastructure to improve the operational efficiency of infrastructure.

SDG永續發展目標 10：減少不平等 Reduced Inequalities

消除各種不平等現象，包括收入、性別、種族、地區等方面的不平等，以建立公平、正義和包容的社會。

To eliminate all kinds of inequalities, including those in terms of income, gender, race, region, etc., to build a fair, just and inclusive society.

• 改善貧困和弱勢群體的生活條件，提高基礎生活水平、社會與經濟地位。Improvement of the living conditions of the poor and disadvantaged groups, raising the basic standard of living, and social and economic status.
• 加強民族、種族平等的觀念宣導，避免種族歧視現象。To strengthen the promotion of the concepts of ethnic and racial equality and to avoid racial discrimination.
• 促進地區間均衡發展，縮小城鄉差距。Promoting balanced development among districts and narrowing the gap between urban and rural areas.

SDG永續發展目標 11：永續城鄉和社會 Sustainable Cities and Communities

建立永續的城市和社區，提高城市基礎建設、生活品質，促進都市化進程的永續發展。

To build sustainable cities and communities, improve urban infrastructure, and quality of life, and promote sustainable development in the process of urbanization.

• 推動城市永續發展，促進綠色建築、低碳交通。To promote sustainable urban development, green buildings, and low-carbon transport.
• 加強城市污染治理與廢棄物管理，提高都市環境品質。Strengthening urban pollution control and waste management to improve the quality of the urban environment.
• 鼓勵社區參與、社區自治，提高公民參與治理的意識，賦能公民。Encourage community participation and community autonomy, raise citizens' awareness of participation in governance, and empower citizens.

SDG永續發展目標 12：責任消費及生產 Responsible Consumption and Production

實現永續消費及生產，減少生產過程對環境的傷害，提高資源使用效率。

To realize sustainable consumption and production, to reduce the harm to the environment in the production process, and to improve the efficiency of resource use.

• 推廣綠色消費和循環經濟，減少浪費和污染。Promote green consumption and circular economy to reduce waste and pollution.
• 強化產品品管、建立標章認證系統，提高產品和服務的品質和安全性。Strengthen product quality control and establish a labeling and certification system to improve the quality and safety of products and services.
• 鼓勵企業實行環保和社會責任，推動永續生產和消費模式。Encourage enterprises to fulfill their environmental and social responsibilities and promote sustainable production and consumption patterns.

SDG永續發展目標 13：氣候行動 Climate Action

因應氣候變遷問題，促進低碳、綠色及永續發展，減少溫室氣體排放，保護全球生態環境。

To promote low-carbon, green, and sustainable development, reduce greenhouse gas emissions, and protect the global ecosystem in response to climate change.

• 鼓勵企業和個人減少碳排放，促進低碳經濟轉型。Encourage enterprises and individuals to reduce carbon emissions and facilitate the transformation into a low-carbon economy.
• 加強氣候變化預警、應變措施，減少溫室氣體排放。Strengthen climate change early warning and contingency measures to reduce greenhouse gas emissions.
• 推動清潔能源的開發和利用，提高能源利用效率。To promote the development and utilization of clean energy and enhance the efficiency of energy utilization.

SDG永續發展目標 14：保育海洋生態 Life Below Water

保育、復育海洋生態系統，減少海洋污染和過度捕撈，促進海洋生態環境的永續發展。

To conserve and rehabilitate the marine ecosystem, reduce marine pollution and overfishing, and promote the sustainable development of the marine ecosystem.

• 加強海洋生態環境保護，減少海洋污染、資源過度開採問題。Enhance the protection of the marine ecosystem and environment, and reduce marine pollution and over-exploitation of resources.
• 推動永續漁業和海洋資源管理，保護海洋生物的多樣性。Promote sustainable fisheries and marine resources management to protect the diversity of marine life.
• 鼓勵各國加強國際合作，共同維護全球海洋生態系統的穩定。Encourage countries to strengthen international cooperation and work together to maintain the stability of the global marine ecosystem.

SDG永續發展目標 15：保育陸域生態 Life On Land

保育、復育陸地生態系統，防止生物多樣性消失、阻止生態系破壞，保護野生動植物，實現生物多樣性的永續發展。

To conserve and restore terrestrial ecosystems, to prevent the loss of biodiversity, to stop the destruction of ecosystems, to protect wild fauna and flora, and to realize the sustainable development of biodiversity.

• 保護陸地生物多樣性，減少森林砍伐、維持綠地面積。To protect terrestrial biodiversity, reduce deforestation, and maintain green areas.
• 加強土地保育、避免土地沙漠化，提高土地資源利用效率。Enhancing land conservation, avoiding land desertification, and improving the efficiency of land resource utilization.
• 鼓勵永續農業和林業發展，推動生態經濟的共存共榮。Encourage the development of sustainable agriculture and forestry, and promote the co-existence and co-prosperity of the eco-economy.

SDG永續發展目標 16：和平正義及健全制度 Peace, Justice and Strong Institutions

促進和平、公正和包容的社會，建立強大、當責的機構與公共治理體系，以保障人權及法治，促進社會的穩定和永續發展。

To promote peaceful, just, and inclusive societies with strong and accountable institutions and public governance systems to safeguard human rights and the rule of law, and to promote stable and sustainable social development.

• 加強國內、國際和平與安全，減少暴力、恐怖主義和貪腐。Enhance domestic and international peace and security and reduce violence, terrorism, and corruption.
• 推進民主和法治建設，保障公民基本權利和自由。To promote democracy and the rule of law, and to safeguard the basic rights and freedoms of citizens.
• 鼓勵各國建立公正透明的政府與法律制度，提高政府機構的效能和公信力。Encourage countries to establish fair and transparent government and legal systems to enhance the effectiveness and credibility of government organizations.

SDG永續發展目標 17：促進目標實現的夥伴關係 Partnerships for the goals

加強全球性的合作，建立包容性、平等且互惠的全球伙伴關係，共同實現永續發展目標。

Enhance global cooperation and build inclusive, equitable, and mutually beneficial global partnerships to achieve the goal of sustainable development.

• 加強國際合作和伙伴關係，實現全球永續發展。Enhance international cooperation and partnership to achieve global sustainable development.
• 推動各國間平等、雙贏，促進全球經濟和社會的均衡發展。To promote equality and a win-win situation among countries, and to facilitate balanced development of the global economy and society.
• 鼓勵各方一同參與全球永續發展事務，實現共同繁榮和進步。Encourage all parties to participate in global sustainable development and realize common prosperity and progress.

綠色校園計畫 The Green Campus Project

CHU在綠色校園計畫中，除考量節電與省水等相關績效指標外，業已將淨零排碳納入未來的重點工作計畫項目中。本校將淨零排碳的工作項目分為制定淨零排碳的目標與路徑，及制定相關淨零排碳的行動方案。在制定淨零排碳的目標與路徑的工作項目方面，將依下列步驟進行：

In the Green Campus Project, CHU has included net-zero carbon emissions as one of the key work plans for the future, in addition to considering related performance indicators such as electricity and water conservation. Our school has divided the net-zero emission work items into the development of net-zero emission targets and pathways, and the development of related net-zero emission action plans. The following steps will be taken in developing the work items of the Net Zero Emission Targets and Pathways:

1. 承諾 Commitment：宣示2050年淨零排放之目標。 Declaring the goal of zero net emissions by 2050.
2. 盤查 Inventory：計算温室氣體排放量及排放源，導入相關ISO國際認證。 Calculation of GHG emissions and sources, importing relevant ISO international certifications.
3. 管理 Management：導入環境及能源相關管理系統。 Introduction of environmental and energy-related management systems.
4. 減量 Reduction：提昇使用效率及節能減碳相關作為。 Enhancement of usage efficiency and acts related to energy saving and carbon reduction.
5. 抵減 Offsetting：透過碳補償機制以減少外部排放量。 Reducing external emissions through carbon offsetting mechanisms.
6. 評估 Evaluation：定期進行內部評估減碳路徑與檢討減碳目標的成效。 Regular internal assessment of carbon reduction pathways and review of the effectiveness of carbon reduction targets.

在制定相關淨零排碳的行動方案方面，初步將規劃下列行動方案進行減碳措施：

On the development of relevant net zero carbon action programs, the following action programs will initially be planned for carbon reduction measures:

1. 硬體改造 Hardware renovation：利用硬體改造建置多層生態綠化，達到生態固碳，改善室內環境，建置兩水及中水再生水重新再利用設施，建立低碳節能生活及利用透水性鋪面及改良地表土壤以加強防災承載。 Use hardware renovation to build multi-story eco-greening to achieve ecological carbon sequestration, improve the indoor environment, build facilities for reusing two types of water and reclaimed water, establish a low-carbon and energy-saving life, and make use of permeable paving and improved surface soil to strengthen disaster prevention and load bearing.

2. 建置與維護生態校園 Construction and maintenance of eco-campus：維護生態池及利用多層次植栽建置多樣化生態校園。 Maintenance of eco-ponds and use of multi-layered planting to build a diverse eco-campus.

3. 設置綠屋頂及綠牆或綠廊 Installation of green roofs, green walls, or green corridors：妥善運用屋頂閒置空間及室內外空間進行綠屋頂及綠牆或綠廊，達到隔社降溫與提昇空氣品質，並且透過綠化工作，降低水泥鋪面的總面積，達到改善生態環境的目的。 Proper use of unused roof space and indoor and outdoor space for green roofs, green walls, or green corridors to achieve social insulation, lowering temperature and improving air quality, as well as reducing the total area of concrete paving surfaces through greening work to improve the ecological environment.

4. 落實節水措施 Implementation of water conservation measures：校園用水進行節水措施，公共區域用水使用省水器材及電能感應龍頭以節水，定期進行管線漏水檢測，以免浪費水源，除進行節水措施外，同時規劃雨水回收及再生水利用，可使用於澆灌植栽，公共區域清洗或沖廁，以減少自來水及地下水使用。 Water conservation measures for campus water use, use of water-saving devices and electric sensor taps for public areas to conserve water, regular leakage detection for pipelines to avoid wastage of water, and planning for rainwater recycling and reclaimed water utilization, which can be used for watering and planting, washing or flushing of public areas, to reduce the use of mains water and groundwater.

5. 持續加強節電措施 Continuous enhancement of power saving measures：校園節電措施，持續將照明、空調、各大樓電錶整合建置能資源管理，並持續更換老舊冷氣設備，燈具更換為 LED燈具。 Continuous enhancement of power saving measures: Campus power saving measures, continuous integration of lighting, air-conditioning, building energy management of each building's meter, continuous replacement of old air-conditioning equipment, and replacement of lamps with LED lamps.

6. 建置與應用新淨能源 Construction and application of new net energy sources：建置太陽能設備球場，宿舍區太陽能電力預熱熱泵系統等。 Construction of solar energy equipment pitches, solar electric preheating heat pump systems in dormitories, etc.

7. 推廣資源回收與再利用 Promote recycling and reuse of resources：宣導及鼓勵自帶餐具至學校餐廳用餐，推廣減少使用一次性餐具，並設置資源回收區，落實垃圾分類，減少垃圾量，同時設置二手書或二手商品交換站進行資源減量。 Publicize and encourage bringing students’ tableware to the school cafeteria, promote the reduction of the use of disposable tableware, set up a recycling area, implement waste separation and reduce the amount of rubbish, and set up a second-hand book or second-hand goods exchange station to reduce the number of resources.
